“Every institution is just a collection of rules and procedures run by people” is true and you used that well. In the world now, nothing is too complex with human care and persistence. Using AIs just makes it a bit easier and still more routine. This is how you stop war, corruption, inequality, slavery, and many just mean things. => “Asymmetric problem solving”.

Earth countries and military now use those high civilian casualties rules of engagement. Genocide is routine. Massive displacement of civilians. But leaders of nations ignore the press, the public, churches, the academics, reason, laws, their own families. So please, now, implement this for Earth. It is desperately needed now. Not centuries or decades from now.
Human Farmer Lived Alone for Years – Until 12 Dragons Asked for Shelter on His Ranch… SCi-Fi Story

There are whole countries in the world now that have been destroyed. the land taken from the ones who owned it. Many killed and many more driven out. There are no dragons with nanites for them. No fairness or compensation, no revenge or justice. No karma or “what goes around comes around”. How did it come to this. Your Director in the story, her own life was destroyed and she ended up serving the ones who caused it. How is that fair? Even in your fictional story there was only compensation (inadvertent) for one man and some dragons. But all the others who died or lost loved ones and futures – can your dragons go help them too now? Isn’t there any way for those destroyed and hurt by wars and corporations to see justice? It used to be that most everyone understood fairness and honesty. At least when I was little, many decades ago. Has it really changed that much, have humans changed that much n one lifetime? When I talk to individuals they have not changed, but some act so much different now. Did they lose their souls?

When you can see the enterprise as a living network of humans and things in a process, it can be continuously operated and improved for the good of all.
If I make a structure with building blocks, I can learn to manipulate blocks. But after many experience with structures the mind will move structures as easily as blocks. The mind does not care what shapes things are.
I first learned to work with forms, departments and procedures, then whole organisations and all things in them and connected, then regions and states, then industries and countries, projects and programs, then new industries, global and systemic issues. Now the whole world, all humans, all living things, all parts of the universe and all things in it.
But it is the same basic relationships between parts. The same geometries and movements. The same forces and costs and constraints. The same careful layout of connections. Size does not matter. “I have to build a story”, “I have to build a book”, “I have to build a library”, “I have to build an internet for a galactic civilization” — all the same , but different in size and number and the particular pieces. The behaviors, the actors, the conflicts the synergies, the joys and hopes.

The only jarring note was ” Our ancestors didn’t build this empire by remaining static. They adapted, incorporated strengths from conquered worlds, evolved.” — they had absorbed skills from conquests. Technology conquest, economic conquest, and persuasive conquest are still conquest if it is for power over others, not collaboration and connection. Hard to balance. Never give up trying.
The Predator Hunted Everyone In The Simulation — Then Sat Down In Front Of The Human And Refused To Attack
“The capacity to find meaning in existence.” One of the people I respected the most when I was young went into accounting. And the most comfortable I have been in any job was when I was titled “Chief Accountant”. It taught me to listen to every person in an organization and not just the noisy or important ones. I can really empathize with finding satisfaction in small simple things that hold great meaning — if you take the time to simply listen.

Each alien child take days, weeks months to learn. And they get significant full time attention from adults. So a billion children would mean a billion adults in some time slots. The requirements are fairly easy to write town. And they are substantial. If you replicate the ability from Jake and a few others into humans or aliens, the organic systems are NOT reliable knowledge transfer systems for lossless knowledge transmissions. Which means continuous maintenance and drift. What is going to happen is you need reliable AIs with human or alien quality sensors to monitor and give feedback And in many case to manipulate and interact. It is NOT magical. It is not going to work with “they lived happily ever after”. Is is reasonable and seems the right kinds of things to do? Yes, but if you take 1000 alien kids they are not all going to react the same. And if they need translations and long unlearning and relearning, that is many times longer than just learning new. It is unlearning or change that takes time. Old habits from competitors, from predators, from prideful or dismissive societies — can stop the whole process completely. And the motive, so strong, was “they make great warriors”, “they make great workers”, “they make great technical groups” — the individuals involved might not like that at all. If they comply hey will be rewarded but also controlled. It is not simple. It is good you are examining these issues in stories like this – entertaining and thoughtful and fun. I am trying to apply these lessors to all humans and 8.2 Billion means billions of children and young now. And billions who have to learn new things — just to survive.
