My comment:

Yes subconscious response training will work, but you need to use physiological measurement too and stimulus patterns to lock memories at high bandwidth to perfect accuracy. The memories have to be recalled fast, and last for decades. The size of the “all laws and regulations for the human species (now on earth for all countries) is much larger than a few ten thousand eclectic rules. This is one of the problems of the Internet Foundation.

Compiling and standardizing all laws and cases and situations in all human places and all human languages is not trivial but can be solved. The “no tools or devices allowed” is a story artifice, but real humans and AIs cannot be forced into some game of memorization. So they can use whatever devices work. And all humans would be given tools to be part of a global, then heliospheric, civilization.

Most of the laws can be simplified and then the language also simplified to feed into and out of human brains, vastly faster than forming sounds with air and mouths. It is just machine learning, sensors and learning. It is not rocket science, but it can help move humans and AIs out to the stars for real.

Most of the basic laws and rules for life are the same in all countries, all cities, all families, all human lives. So collapsing them, distilling the essentials is possible and valuable to do.

During covid first year there were 7.5 Billion entries directly referring to covid, and about 5 billion Internet users. NO way that many people could absorb that much raw chaotic stuff in so many untraceable fragments, and come up with global best practices – literally over night. But AIs can now. If they are coordinated and trained to uniform, verifiable, flexible and open global best practices.
